I'm having the same issue. We had a portal in a small house in a village that used to get a ton of zombie piglin's. I've built basically the same gold farm several times before. Suddenly, we don't see zombie piglin's at our portal and gold farm doesn't spawn any zp at all. Really don't want to spend 2 hours at zombie spawner to fix tools. 128 blocks above the ground with such low spawning space blocks makes the farm dead slow. probably not even worth running it. other reasons would be player being too close since mobs can't spawn if player is within 24 blocks of the block.

A good sized mob farm with trident killer is a good xp source. A gold farm is a better xp source and often easier to make. A spawner mob farm is sufficient to get you started but slow.
